I am an adopted indigenous person - member of the modern era sovereign Turtle Islands Kwa'mutsun Nation of the Coast Salish Peoples [of the hereditary head of state House Hwuneem]; and, I suspect that I am entitled, therein, for exclusions per the vested Ghent Treaty and the original Jay Treaty provisions- both of which provide indigenous Peoples freedom of travel with personal possessions and items of custom and tradition across the US-Canad border. Hence, your compliance with the US licensing provisions appears to be without jurisdiction here.
Additionally, I have a perpetual business agreement with the Pawnee Nation of Oklahoma. And, I am a Canada-supported registered with the UNSC as an international oil trader since 2000- retired from Chevron; and , recognized by two previous US presidents (Bush & Clinton); a member of the World Future Council; a founding member of STT: Sthuy'shen 'Telew T-hw; an associate of director Alex Czarnecki (The Wounding) and Tubeta Ts'ena-Water Is Life; business manager of DDT (i.e., TAAJ); and, Economic Development Officer for IMH. As a retired BC proctor for child care workers; I am an advocate on behalf of citizenship rights and rights of the child including, the duty of the state / Elizabeth II (refusal to provide legal counsel to indigenous abused children / 1953 Coronation Oath / see breach of ) ... UNWCT / Redemption.
As the Western Doorkeeper for S/A Circle of Fires, I am the emissary / speaker of : PUBLIC DOMAIN TREATIES to sovereign nations such as Rocky Mountain Cree Nation. And, I am the R&D Officer for issues of Terra Nullius (2014); and, the Proctor of ICE Protocol.
PS : My sister is retired RCMP; and, she holds allodial title claim to the 49th parallel; and, all goods transported across this borderline require her consent.
These matters could require the consideration of the UN Security Council, the ICJ; and, the IACHR.
Of interest in these matters of "prior informed consent", Canada's Supreme Court on June 27th, 2014 issued the Tsilhquot'in v British Columbia landmark ruling regarding indigenous land titles; you may find this of import in these jurisdictional matters from the viewpoint of nation-to-nation relations per the 1613 Two Row Treaty / 2014.

Thank you for your speedy reply. I remain uncertain, however.
I AM a Canadian Resident. Your reply reports that licensing restrictions " outside the U.S. and Canada" ... Hence, it appears that there is no prohibition to send DVDs to my Canadian address. Have I read your information incorrectly???
